In
1985,Hezuo Minorities
Teachers¡¯ College was authorized as an
established college by the original State Educational
Committee to be the only national pedagogical institution
of higher learning, inscribed by Comrade Hu Yaobang. The
Provincial Party Committee, the Provincial Government and
higher authority department are all responsible for the
college's correct leadership. Furthermore with the local
party politics vigorous support, the entire teaching and
administrative staff are able to overcome the difficult
conditions and the environmental challenges, i.e. "in
facing many difficulties we have no fear, the oxygen
deficit does not lack the spirit." This provides a
fine tradition, for the teaching staff, speeds up the
reform and the development stages and establishes an
enterprising status.
I.
The General Situation
The
school is located in Hezuo city, the capital of Gannan
Tibetan Autonomous Prefecture ,Qinghai, Sichuan and Tibet
are the three
provinces that border this area. The campus occupies 518 Chinese mu,
including 13 teaching departments, 29 specialized
disciplines, 12 party politics groups, a teaching
assistant department (library) , a service sector
(responsible for general maintenance) . Also a Tibetan
Studies Research Institute and a Tibetan Journal
Editorial Department have been established. There
are 4,545 full-time faculty students, the national
minority students account for the student total of 70%.
Adult education is equipped with 13 independent
specialized undergraduate courses, 9 specialized
correspondence courses and more than 3,000 students. The
are 410 teaching and administrative staff, 262 specially
appointed teachers, 57 associate professors and 55
graduate Master students. Furthermore, there are 9 vice-
researchers in the administrative personnel and 3
vice-professors in the department secretaries. There are 2
foreign teachers also.
II.
The Special
Foremost,
we strive to serve the special needs.
Hezuo
Minorities
Teachers¡¯ College is the only college in
the province to serve two national autonomous prefectures,
5 national autonomous counties, 39 ethnic townships
dispersed throughout the entire province. Simultaneously,
recruits students every year from provincial capital area
of Tibet, Sichuan, Yunnan and Qinghai. The 17 minority
groups include Tibetan, Hui, Dongxiang, Baoan, Tu, Yi, Bai,
Naxi, Tuchia, Braun. The national minority intake accounts
for 70%; Tibetan nationality 27%, Hui 29%, other national
minorities 14%. The school specializes in implementation
Chinese, Tibetan, and English in a "three
languages" teaching strategy.
Secondly,
the school goal and philosophy is unique.
It
accounts for the entire province of which the total area
is 40% and occupies 180,000 square kilometers, with a
population of 3.2 million, there is a significant lack of
educational development amongst multi-national areas. The
area lacks highly skilled people and the economy affects
development. These factors have affected the entire
province in it¡¯s endeavors to reform and develop the
general situation. Inevitably, the area needs talented
people to aid development, create a harmonious
multi-national society and improve the economy. To promote
education for nationalities and the regional economy is an
important responsibility for Hezuo Minorities Teachers
College.
Thirdly,
the importance of the school position.
Hezuo
Minorities
Teachers¡¯ College is located in
Gannan, which has the special significance in the
strategy. Situated in Gansu,
Qinghai, Sichuan
provinces borders and in the Amdo Tibet area nationality
religion cultural center. During a Gannan inspection, Mr.
Fei Xiaotong commented that, " Gannan is situated at
the contact point between Tibet and China, it has the
potential to become the springboard for Tibetan
nationality modernization ". " Gannan Tibetan
nationality modernization is possibly the entire Tibetan
nationality modernization forerunner, but the first step
is to foster the talents, then the education must
advance". The Central Party Committee and the
Provincial Party Committee and the Provincial Government
established the Hezuo Minorities
Teachers¡¯ College 20 years ago, and was entrusted
with this special school mission.
Fourthly,
the importance of the school condition.
Hezuo
Minorities Teachers¡¯ College concentrates its
establishment in the our province North West National
Minority National Institutions of higher learning. This
area has an of elevation 3,000 meters, long winters and
short summers, high and cold oxygen deficit, unprogressive
sources of information, relatively inconvenient
transportation, a weak economic basis, low social growth,
and difficult working and living conditions. These factors
show that the environmental conditions of the college are
different to other colleges and universities within the
province.
Fifthly,
the special political significance.
Beyond
the borders, the peripheral Tibetan areas lack the
amenities for advancement, and opportunities are not
available for people to discover their potential. Through
"differentiation", stability and advancement can
be brought to this area. Hezuo Minorities
Teachers¡¯ College is making strong efforts to
promote the entire province multi-national area and the
peripheral Tibetan area in its educational development,
its national unity and its social stability as well.
III.
The School Achievement
Hezuo
Minorities
Teachers¡¯ College was developed in 1985.It has passed
through 20 years of extraordinary
development courses, raised graduate intake to 7,748 and
broadened its multi-national area, 90% of its graduates
have enriched the elementary education in this area. More
than 120 graduates have been employed at county office
level leadership, and become elementary and middle schools
principals, some placed as educational administration
department people. The adult education junior college
students intake has been raised to 508. 2,040 people have
received apprenticeship. Effective college work has
promoted the Gansu minorities area as well as reaching out
to the Amdo Tibetan
Area.
Educational progress, national unity, social stability,
and
economical development has played a special role which
other colleges and universities have substituted with
difficulty. Furthermore, it has won the Provincial Party
Committee, Provincial Government's affirmation and praise
from many people. The following points summarize these
achievements:
1.The
exploration of the reforms in education and teaching is
advancing. The college insists on teaching-oriented goals
to strengthen the regular management of teaching and
deepen the reforms of education and teaching. By carrying
out a series of effective measures, such as the assessment
of teachers¡¯ classroom teaching and the students¡¯
comments on their instruction, we have set up and improved
the teaching quality surveillance security system and
teaching quality is improving steadily.
2.The
teaching faculty¡¯s quality has obviously been improved.
Through actively pursuing a personnel system, we have
issued a series of policies and measures of training
talents, attracting talents and retaining talents.
Consequently, the teachers¡¯ team is strengthening
constantly. At present, it has a teaching staff of some
262, including 57 professors and associate professors, 22%
of the total staff and 103 lecturers, 39% of the total
staff. Among the full-time teachers, 21% are Master degree
candidates(55). A relatively strong and enthusiastic
professional teaching team devoted to teaching has
developed.
3.The
student intake dimensions are expanding . The college has
complied with the current education situation to enroll
new students from more than 10 counties, including cities
for various nationalities and autonomous regions in other
provinces, such as Qinghai, Sichuan, Yunnan, since 2003.
Furthermore, it has enrolled 10 new students from Tibet
for the first time this year, The college has 121 ethnic
minority students from other provinces. The college enjoys
an enrollment of 4,545 in contrast to 1,270 in 1999. There
are now 13 departments providing 44 specialties, compared
to 7departments providing 11 specialties in 1999.
Meanwhile, the college is active in adult education. It
offers 13 Bachelor degrees in self-study. It has 3,000
students learning 9 specialties of corresponding training.
4.The
condition of the infrastructure has been provisionally
improved. The school raises funds in various ways, making
great efforts to improve the conditions for running the
college. The college occupies a geograghical area of 518 Mu, with a floor space of 90,000sq.m in contrast to 240 Mu and
37,000sq.m in 1999. Library books and reference materials
have been increased to 410,000 volumes from 70,000 volumes
, teaching equipment value has increased to 11 million
Yuan from 2,500,000 Yuan. Ongoing building projects for
modernized teaching facilities have been in progress. At
present, the Yifu teaching building with a construction
area of 14,4000 square meters is being constructed, the
gross investment being 17,310,000 Yuan. The project of the
new library with a designing area of more than 15000 sq.m
and the science experiment building is being planned and
set up.
5.The
teaching of scientific research is becoming more active.
The launching of the
basic theory of nationalities¡¯ education ,
Tibetology and active application studies, successively
undertook 57 longitudinal scientific research projects in
the Provincial Education Department
and the National Education Department, published
1051 theses and 18 monographs , translated 13 books ,
edited 26 teaching materials, obtained 1 national
technical patent, and 15 teaching scientific findings in
the Provincial Education Department and the National
Education Department. These have especially highlighted
characteristics in Tibetology research.
6.The
graduates' employment is gratifying. Our college has
insisted on strengthening and training students'
employment skills for many years, implementing the
guidance of students choosing a job and seeking
employment. Furthermore normal school graduates attain the
Regional Educational Administrative Department
register policy of employment, graduates' employment rate
in the college is more than 90%.
7.The
socialized reform of logistics has won initial success.
Compliant with the trend of the university's logistics and
social reform, this has established the logistic service
head company. Through inviting outside investment ,
absorbing the social fund of more than 4 million yuan , a
restaurant for nationalities and a public bath has been
built, improving the logistic service condition .
8.The
Communist Party building and ideological and political
work network has progressively taken shape. The college
insists upon theory arms , thought, moral education and
democratic legal education. It has organized aspects such
as organizational construction to consistently strengthen
the work of the Party building, ideology and politics and
promote the development of spirituality within the campus.
To promote the important thought of 'Three Represents' by
putting forth effort ¡° Three entering ¡°, the college
has steadily formed the leaders of the Party and the
government of the college, including the Communist Party
branches, the Amateur Party School, Communist Youth League
of China, Trade Union and Students¡¯ Union, joint Party
building work, Furthermore, long-efficiency mechanisms and
ideological and political work networks in many
directions.
IV.
The Orientation of Running the College and the Developing
Goal.

According
to Gansu, the basic education in surrounding ethnic
minority areas demands
talents of socio-economic development, optimizes
the structure of discipline, strengthens teachers¡¯
teaching, develops vocational and adult education actively
and constantly widens the field in socio-economic
development of ethnic minority areas and makes great
efforts to construct a new pattern of running a school
which has teachers¡¯ teaching at the centre , taking job
technology and adult education as " both wings
".
Development
goal:
Through
implementing a quality set up for the college , we aim to
produce strong talents, scientific research to revitalize
the college , a law ruled college and a college
constructed by building projects. We hope to strive to
construct the Hezuo Normal College for Nationalities to be
a synthetical developing university for nationalities that
rely mainly on teachers¡¯ teaching, including disciplines
such as agriculture , industry and medicine. By the end of
the " eleventh five " , the total number of
specialties should reach approximately 40, fulltime
students intake up to approximately 8000, and adult
education students about 4000. We will endeavour to turn
our college into a talents training base , scientific
research base , information interchange and intelligence
storing base of the surrounding ethnic minority areas such
as Gansu , Qinghai and Sichuan.
V.
Developing measures
1.
Put forth efforts to strengthen discipline, develop
specialties, implement the quality set up of the college.
Furthermore, make good use of disciplines and specialities
as a foundation, to give play to the potential advantage
of Tibetology , futher developing Tibetology and the
hidden characteristic specialities such as bilingual
science education in Chinese and Tibetan.
2.
Strengthen the work of scientific research, implement
scientific research and revitalize the strategy of the
school. Study the theme of
nationality education to form a higher goal, with
higher-level scientific findings.Take construction of
discipline as the focal point, regard increasing the input
in scientific research as the guarantee , consider
promoting production , teaching and research to further
strengthen the capability of scientific research.
3.
Put forth efforts to strengthen the teachers' contingent
building and implement the strategy of strengthening
talents within the college. Retain the teaching bodies
now, consider training , attracting a teaching backbone ,
academic leader and high-level talent as the focal point.
Consider promoting the level , improving the structure and
improving the standard as the key to build up a reasonable
teaching body with high professional ability that is
competent in scientific research .
4.
Promote the construction of the infrastructure, implement
the building project of the college. Through striving for
government investment , social financing , bank credit. We
can raise the operating expenses in many ways, improve the
conditions for running a school progressively and make
every aspect of the college meet the requirements of the
Ministry Education (teaching , sending [2004 ] 2 ) ,
" university and college basic condition for running
index ". Aim to realize the better goal in the 2006
inspection and build a solid foundation for realizing
" college to university" status as soon as
possible.
5.
Put forth efforts to advance the socialized reform of
logistics, improve the logistic service level. According
to the principles of " small organ , many entities ,
the great service ", speed up the steps of reforming,
pursue the system of position appointment and cost
accounting and system of responsibility for profits or
losses in an all-round way. Realize the transition from
managing to service.
6.
Strengthen the work of the Party-building, ideology and
politics. Guarantee to finish every task smoothly. Build
upright, highly-efficient and pragmatic leading groups and
working mechanisms. Complete an integrated, complementary
, effective ideological and political network, build a
civilized, united , active campus cultural environment and
form a new pattern of running a college that is
democratic, lawful and harmonious.
